Gents,
We appreciate you attending last Friday’s meeting. I think the outcome was a good one & we’re working to prepare a permit submittal for the new / alternative site. When we advised the Manuel’s of our decision, they were understandably unhappy. If you’ll recall in the meeting, Deborah Getzoff said that while the wetland impacts could be permanent & that fill could be left on site, the mitigation plan we’ve submitted for the Manuel site was inadequate & that you would require more on site mitigation than we’ve previously provided to compensate for the impacts. To satisfy the Manuels, we need a clear idea of how much / what type of additional mitigation you were requiring on the site? Can you give us specifics on what you’re requiring?

Gregg,
The Department can not really tell the County what we are going to “require” for mitigation. It really depends on how the wetland impact scores and how the proposed mitigation will score pursuant to the UMAM rule, chapter 62-345, F.A.C. We can tell the County that the current proposed mitigation falls short. Like Mrs. Getzoff said during the meeting, we can get passed the permanent fill if we have enough mitigation. The thing that the County needs to keep in mind is that the increased amount of mitigation that will be required will cost the County more and will delay the issuance of a permit. Also if you wish to keep the Manuel site you will still have the objectors and the potential to have a petition filed on the permit, which will add a lot more time to the process. Let me know if you have any additional questions or wish to discuss this further.
