I spoke with Cliff. We would like Jason to revisit the mitigation package to leave the western berm alone and no limited planting on Lots 1, 2, and 3 as this has little benefit and can cause problems with the lots at a later date. Cliff wants to utilize the upland berm as an access point out to Minnow Creek possibly via a boardwalk towards the end of it.
The mitigation options on the Manuel Eagle Point property for which I see, include:
1- Restoring the ditch/channel along Eagle Nest Drive (the FDEP liked this concept and should offer good lift to the mitigation
package).
2- Removing the debris piles in the uplands around the perimeter of Eagle Point and replanting these areas with indigenous, wildlife
friendly plant/tree/shrub species.
3- The perimeter uplands could be placed into conservation easement with a condition that a limited access boardwalk could be
constructed for each lot to access the water (if possible and permittable).
4- Removing nuisance/exotic vegetation (Brazillian pepper) on the Eagle Point property.
5- Possibly restoring the scar/excavated marsh area in the northwest portion of Eagle Point – directly adjacent to Minnow Creek. This
option is last to be explored if there is not enough mitigation found to offset the impact.
Bottom line is access is needed from the proposed subdivision to the water and the impacts to on-site wetlands must be permanent
wetland impacts. Please pass along my thoughts to Jason. Thanks.
